THE CHALLENGE
The CoCyber.eu project was a brand-new initiative under the European Union, to improve collaboration between civilian and defence
cybersecurity communities across Europe.
The Lisbon Council needed a modern, secure, and flexible Drupal website to serve as the project’s digital hub, a place where stakeholders could share trusted information, and practices, and coordinate policy recommendations.
The solution needed to be responsive, easy to update by non-technical staff, and adaptable to evolving EU project needs.
The design had to align with the CoCyber brand and present complex information in an accessible way.
GeoNovation was responsible for:
- Creating a custom Drupal theme built on Bootstrap 5, extended with
additional styling and components; - Developing custom modules to manage sources, bibliography,
questionnaires, and other interactive features; - Ensuring the platform met EU-level security and accessibility standards.
Our Approach
GeoNovation worked closely with the Lisbon Council team to align the platform with both the project’s strategic mission and operational needs.
The UX/UI design was provided by the client, allowing the team to focus on a robust, maintainable, and secure implementation.
The development proceeded using the Gitflow branching model to track versioning and release of features through the different environments, until production.

The Solution
GeoNovation delivered a fully responsive Drupal 10 platform according to
CoCyber.eu’s mission.
The website uses a custom theme built over a Bootstrap 5, and implements a custom module for specific internal functionality, offering practical tools for the visitors.
- Sources & Bibliography Management: Structured repository for
academic and policy references; - Digital Maps: Interactive mapping features to visualize activities and
initiatives; - Questionnaires: Custom survey and feedback forms;
- Dynamic Listings: Custom modules for events, knowledge base
entries, and other content types.
After launch, CoCyber.eu received positive feedback from EU project partners.
